Jarren Gendreau v. Josue D. Canario in His Official Capcity as Chief of Police, Bristol Police Department - II


In Gendreau v. Canario Stephen Hopkins Center for Civil Rights Attorneys represented a Bristol resident who was summarily denied for a permit without reason or justification. The Rhode Island Supreme Court quashed the initial denial and ordered the Defendant Chief of Police to issue a new opinion. Rather than grant the requested permit to Gendreau, a model citizen and volunteer firefighter, the Chief again denied the permit. Gendreau is now seeking review of that decision in federal court.  

Essential Background

In Gendreau v. Canario  a Bristol, Rhode Island resident who works as a security guard and volunteer firefighter and has no criminal or mental health history was summarily denied for a concealed carry permit without reason or justification in violation of Rhode Island's shall issue concealed carry permit statute. The Stephen Hopkin's Center for Civil Rights provides free and reduced cost legal representation to Rhode Islanders whose constitutional rights are violated by government. Because our resources are limited, we must carefully choose among meritorious cases that will create broadly applicable precedents, with a primary focus on the Rhode Island Constitution.


We do not take the following types of cases:
  • criminal cases
  • cases against private parties
  • most cases involving financial claims against the government
  • fact-specific or factually complex cases that are not likely to produce broadly applicable precedents
  • cases involving governmental conspiracies
  • cases that are already in court
  • cases outside of Rhode Island
